The proposals including mandatory regulation of letting agents and compulsory written tenancy agrements were issued by the Labour Government last year in response to the Rugg Review.  These have now been shelved by Grant Shapps, the Housing Minister.  The Home Information Packs have also been scrapped which had led to a surge in homes being put up for sale.
